Seymour Johnson Air Force Base (AFB) and Dare County Range (DCR) Joint Land Use Study (JLUS) Implementation Project

The Seymour Johnson Air Force Base (AFB) and Dare County Range (DCR) Joint Land Use Study (JLUS) Implementation project implements recommendations from the 2017 Seymour Johnson AFB and DCR JLUS. These recommendations promote an orderly transition of community and military land use to ensure compatible activities and operations to benefit communities and the military, protect public health, safety, and welfare, and maintain the operational capabilities of Seymour Johnson AFB and the DCR.

The implementation project focused on developing resources, tools, processes, and partnerships that communities and the public can use to better understand compatibility impacts on and from Seymour Johnson AFB and the DCR.

The project resulted in the following resources:

Dare County Range and Surrounding Airspace Resource Management Reference Guide

The Dare County Range and Surrounding Airspace Resource Management Reference Guide has been prepared to help jurisdictions in the region ensure future land use and development is compatible with military operations at the DCR and the surrounding airspace. The Reference Guide emphasizes a collaborative approach for planning that benefits both the jurisdictions, Dare County Range, and Seymour Johnson AFB. It also provides a menu of tools and strategies to help address current concerns and prevent or minimize future issues.

Dare County Range and Northeast North Carolina Compatible Use Brochure

Dare County Range and Northeast North Carolina Compatibility informational brochure describes the Air Force Mission and airspace and includes contact information for the Seymour Johnson Public Affairs Office.

Northeast North Carolina Asset Viewer Map

The online interactive Asset Viewer provides geospatial information on the military airspace used by Seymour Johnson AFB and the Dare County Range throughout Northeast North Carolina. The map contains compatibility layers that correspond to the different types of military footprints and airspace requirements. The map is searchable by address to locate properties of interest.

Comprehensive Plan Military Compatibility Elements and Zoning Overlay Districts

The Comprehensive Plan Military Compatibility Elements provide tailored compatibility policy guidance for the counties, cities, and towns to incorporate into their Coastal Area Management Act (CAMA) Land Use Plans. The Military Compatibility Area Overlay Districts provide land use controls specific to Military Awareness Areas that extend into each county, city, and town. The Comprehensive Plan Military Compatibility Elements and Military Compatibility Area Overlay Districts developed for each community are provided alphabetically below.
